Gloucester thanked reserve fly half Freddie Burns on Friday for only their third win of the season as he booted them over the line 12-9 at the expense of fourth-placed Leicester.
But Leicester were frustrated after Aussie Lote Tuqiri knocked on right at the end in taking a high pass from centre Anthony Allen.
Tuqiri's misfortune meant that Burns' pair of penalties and two drop goals cemented the narrow win.
The victory was a boon for a Gloucester side missing 16 players through injury, even before former England full-back Olly Morgan cried off just prior to the start.
Gloucester's success sent them above fellow strugglers Worcester, who could only draw 12-12 at home to second-bottom Bath with a late penalty from Willie Walker.
